Sedrick Otolo, a technology enthusiast from Northern Uganda, has presented a proposal to President Yoweri Museveni for the establishment of a Regional Innovation Hub in the Lango Subregion. Otolo made the appeal during a meeting at Baralegi State Lodge in Otuke District on October 7, 2025.

For the past five years, Otolo has been advocating for a technology centre to provide young people in Lango with a dedicated space to hone and display their digital skills. The proposed hub aims to offer training, mentorship, and innovation facilities, thereby reducing the need for aspiring tech talents to travel to Kampala for resources.

His presentation garnered praise from journalists and local leaders for its boldness and focus on youth empowerment. Otolo also highlighted the importance of supporting talented youths who may not excel in English but possess significant technical capabilities, emphasizing their potential contribution to national development.

President Museveni reportedly expressed his admiration for Otolo's initiative, commending his forward-thinking approach. The President pledged the government's ongoing commitment to fostering innovation and promised a personal meeting at State House to discuss the proposal further.

Otolo is part of a broader group of young innovators in Lango working on digital literacy, mentorship programs, and community-focused technology projects. These efforts have already equipped numerous young individuals with practical ICT skills and the confidence to bring their innovative ideas to fruition.

The meeting at Baralegi is being viewed as a significant moment, underscoring the increasing recognition of young innovators in Northern Uganda and their potential impact on the country's science and technology landscape.
